I am announcing that I have posted a CA TPEs Domain 7 Literacy Study Guide for accessing modules to guide future and current educators to the pedagogical knowledge base for literacy education for multilingual learners. The Study Guide is now ready for use by teacher education faculty and teacher credential candidates for the fall semester 2026. The CA TPEs Literacy Domain 7 Study Guide replaces the Reading Instruction Competency Assessment RICA Study Guide because the RICA exam is now defunct as a result of legislation under SB 1263 Teacher Credentialing bill (Newman). This legislation reaffirmed and updated the TPA system for California’s teaching credential candidates with an emphasis on literacy assessment and teacher credentialing program accountability.
